BUDGET for 2011 – For Adoption by the Commissioners

Once again we are presenting a balanced budget that matches projected expenses and revenues without having to utilize any fund reserves and without a tax increase.  In fact, we are reducing taxes by a quarter mill, a $255,000 savings to our citizens.  In this budget we were able to fully fund our pension obligations, fulfill our wage increases under our labor agreements and give a similar amount of increase to our non-union workers. This is the second consecutive year that we have passed a budget that is fully balanced without using fund reserves and both have been done during the worst economic downturn since the great depression.   General Fund expenses and revenues are balanced at $27.9 million with a $42,000 cushion.

 

We are projected to finish the 2010 budget year with a positive balance and all budgets to date under this Board of Commissioners have finished in the black. We were able to weather the state budget impasse of 2009 without having to borrow money, and that, coupled with restructuring of the county workforce, energy-efficient upgrades to our buildings, and renegotiating numerous contracts for supplies and services, has made all of this possible.  We also must recognize the hard work and dedication of our elected officials and department heads in managing their respective staffs and budgets.  Without their help we could not have achieved our current results. 

 

We plan to continue on this path of fiscal conservatism and increased efficiency to hold the line for our taxpayers during these difficult times.   

 

Our total tax millage is reduced to 22.50 mills. The distribution is as follows: General fund 20.50 mills; 2001 Bond sinking Fund 2.00 mills.
