REPORT NO. 31
Mercer County Courthouse
Mercer, Pennsylvania
DATE October 12, 1999 TIME 10:00 a.m.
PRESENT AT MEETING Gene Brenneman - Commissioner
Jerry Johnson - Chairman of Courthouse Restoration Committee
Shawn Litrun - Keystone Waterproofing
Doug Wallace - Wallace Builders
Denny Salmon - Wallace Builders
Lou DeJulia - Mercer County Maintenance
Bob Mastriana - 4M Company
NOTES
GENERAL
- Commissioner Brenneman was given a personal tour and update of the progress of the construction.
WEST PORTICO
- The Miracote on the columns and piers are completed. The appearance of the columns improves each
day as the Miracote dries and lightens. If they dry as the Miracote coated foundation pier caps have,
they should blend seamlessly with the original stone.
- Keystone completed the power washing of the portico steps and will Miracote
them weather permitting with in the week.
- With tile new concrete slab completed and the grouting of the foundation, the stones are finally
drying out and their appearance is much improved. However, there is a rust line from
the old electrical conduit that still needs addressed. Denny said he would take care of it.
- The concrete slab has two more weeks to cure prior to installing the waterproof membrane and
ceramic tile.
- Keystone requested item #4 of the September 14, 1999 job meeting minutes be
corrected to read as follows: As a result of delays caused by the plasterers,
Keystone wasn't able to seal tile upper balustrades so thee dismantling of
the scaffold is being delayed a few days.
- Keystone has installed tile sloped beam ledge on the interior back wall for pigeon control since
the pigeons are still trying to roost there.
- Wallace will touch-up paint tile decorative metal post lamp bases when they paint tile railings due to
the Miracote coating.
NORTH PORTICO
- Demolition was completed last week, tile metal deck, beams and reinforcing rods
will be completed on Wednesday and Wallace Builders will pour tile concrete slab on
Thursday.
- Excavation has begun for tile foundations and walks for tile memorial gardens and
the sidewalks will be poured Thursday with the portico slab.
- The painters will do a color sample for tile window trim for approval within tile next few
days.
- The stone restoration on tile entire portico looks excellent overall as it dries. However,
there are a couple of minor areas that still need touched up - tar on the interior balustrade near tile ceiling area and tile two center
column bases. Once those areas are fixed. the North portico will be a prime
example of how tile rest of tile exterior of tile courthouse will appear once
it's restored.

NOTES
GENERAL
WEST PORTICO
-
The weather has still been too cold to
Miracote the steps, they will try to do it next week.
-
Keystone needs to complete the foundation
work scaling and pointing the remaining stones prior to Miracoting the steps
because the iron oxide is starting to bleed through a few of the stones
again.
-
The concrete slab has approximately one more
week to cure prior to the Sonneborn waterproof coating being installed.
-
Federal Iron is fabricating the railings and
hopes to install them the end of next week.
NORTH PORTICO
-
Wallace Builders ground down the steps and are
awaiting the weather to warm up slightly so the steps can be Miracoted.
-
Wallace Builders provided the paint sample
for the trim for approval. Bob Mastriana asked for two additional samples in
satin finish because the semi-gloss finish lightened and reflected the color
making it look white instead of stone beige. They will re-submit samples for
the Thursday meeting.
-
The gardens arc backfilled except for the
finish topsoil needed to dress them up prior to the plantings and decorative
paving.
-
The concrete slab has three weeks left to
cure.
